@unknown "Leave a cauldron outside in falling snow and it will fill with powder snow" that came from the change log here: https://www.minecraft.net/en-us/article/minecraft-snapshot-20w46a nothing about blazes or striders in powdered snow was mentioned therefor it is a feature request

Given that powder snow is literally frozen water, and that it puts out fire, and all other blocks that put out fire are either water or a container holding it, this indeed does not seem intended at all.

How is that invalid? Blazes DO take damage from being hit with a *snow*ball, so it's obvious that they also should start taking instant damage from being inside of a block made of snow! It can also extinguish player. Blaze is made of fire! Come on.

So every fixing of an inconsistency intruduced by the devs in an early snapshot now has to be a feature request on the feedback page? If it is (in the end) unintended, it is a bug. Hope the devs can consider it also without an open bug report...

@Devu That's irrelevant. Snowballs deal damage because they're moving. They're a projectile. Most enemies wouldn't get hurt because it's cold, especially ones native to cold biomes.
