Sideways lightning rods cannot power redstone dust (even though they are supposed to be able to). Redstone will even point to sideways rods. However, they will not create a redstone signal.

I can confirm that this was an issue in 21w18a, however, I'm no longer able to reproduce this in 21w19a, therefore, this issue has been fixed in this version.
Can confirm that this is still an issue in 20w51a.
