[MC-205286] Vindicators constantly equip then unequip their axe when unable to reach their target

The bug

Vindicators will spam equip then unequip their iron axe when they can't reach their target (player, villager, etc).

This issue has changed slightly as of 21w13a due to the fix of MC-205169. Essentially speaking, the only entity that will now avoid powder snow is goats, and this is intended behavior as per MC-205046 and the fix of MC-205169.

I am still able to reproduce this issue in 1.18.1, by simply removing the aspect of powder snow. If vindicators spot nearby villagers that are out of their reach, they will constantly equip and unequip their axes, making this ticket very similar to MC-87093.

To reproduce this, simply build the setup I've provided below, summon a villager on the diamond block, along with a vindicator on the gold block, and observe the behavior of the vindicator as it constantly equips and unequips its axe.
