Waterlogged dripstones can still drip lava

Not sure if this is intended since lava can't exist as lava when under water.

On the other hand, this would be a VERY interesting way to implement renewable gravel (even if bartering already provides one route).

NOTE: Only seems to happen with high random tick speed values.

I think this is fixed. Either that, or I failed to repro it. 

Dripstone tips should not drip at all when waterlogged, so if they still do please reopen.

Still able to reproduce in 20w51a, randomTickSpeed set to 250, but only with cauldrons directly below.
