Creepers drop music discs even when not killed by an arrow

This is not really related to MC-3304. In that case it's the player switching held items and getting enchantment effects based on what was held at the time of kill. For this issue it's the TNT kill counting to the mob that ignited the TNT, whether a player or another mob. In this case the TNT kill is just like a kill by a pet wolf or projectile, it counts to the owner.

That in itself is not a bug though (killer is indirect; direct entity is tnt). To fix this, the direct entity should be set to arrow or spectral arrow to get the music disc drop in the creeper loot table (currently it's just "killer = #skeleton").
