The bug
The floor looks completely dishevelled after some time.
Minecraft intentionally will not tick chunks that are more than 128 blocks away from a player, so grass will not regrow. However, an entity can tick as long as its in an entity ticking chunk.
This problem has existed since 1.13.2.
Steps to reproduce
Create a default Superflat world on Creative mode
Ensure your render distance is at least
10
Spawn a sheep 150 blocks away from you:
/summon sheep ~ ~ ~150
Fly directly upwards and use a spyglass to observe the sheep
→ ❌ Eventually, the sheep will eat the grass beneath it

Can confirm on vanilla 1.17 server. Minecraft doesn't spread grass in spawn chunks but entities still tick so sheep eat all the damm grass
I have been having this issue on my 1.19.4 Hardcore world. Looking over a map of the area shows massive patches of dirt blocks from sheep eating the grass, even though the area is 800+ blocks away.
I have been going on slaughter sprees around my world to get rid of the sheep and stop it from causing issues with my performance
Here is a link to a clip from my twitch stream from yesterday where you can see the patches of grass that have turned to dirt outside of my loaded area. This is where sheep have been eating the grass even though the area is not loaded.
