[MC-211252] Fire floats above grass hitbox

Fire burning on top of grass floats above the hitbox of grass due to it being smaller than a full block.

This looks correct. The fire can't be a block lower because then you would have two blocks occupying the same space.

Is the behavior you are expecting, that the grass is replaced?

If so this would be related to MC-169393 (but not a duplicate because that one is about clicking the block below the grass) and MC-130761.

I was expecting that the fire wouldn't be floating over the grass hitbox
