[MC-211938] Climbing scaffolding increases the jump stat every block climbed

When you're climbing scaffolding, the jump statistic increases ever scaffolding you climb, even when holding the jump key the whole time, making a smooth climb.

Steps to reproduce (adding auditory cue):

/scoreboard objectives add Jump minecraft.custom:minecraft.jump
/scoreboard objectives setdisplay sidebar Jump
Create a pillar of scaffolding
Climb the pillar and notice how the scoreboard increases for each block climbed
