[MC-213638] Some blocks can be placed on pointed dripstone

Summary:
Some blocks can be placed on top of Pointed Dripstone. This goes for both on top of the pointed dripstones and attached to the sides of them. Neither should be doable.

Affected blocks:

Item Frame
Painting
Banner
Sign
Cake (MC-121112)

Expected results
These types of blocks should not be placeable on top of pointed dripstone. So the Bedrock behavior is correct in this place.

In my opinion; floor item frames, banners, cakes, signs and torches should be placeable on dripstone and dripstone should change to "tip_merge" state when these blocks are placed on it.

As a note; (currently at least) item frames can be placed on next to anything. Them being placeable on dripstone is closer to expected behavior than not.
(After searching for a bit, I was unable to find any issues for this behavior)
