Sometimes this is useful. Imagine that you need similar particles in a building(say, to simulate beetles in the garden), and perhaps you need to hide a spore blossom so that it does not arouse suspicion.
Would be amazing if you could be able to contain the particles to certain spaces such as arboretums.

I can't imagine why this is an issue. Seems as intended to me. Adding logic to restrict it to a certain space would only add processing overhead to the block, and we're working to optimize Minecraft, not complicate it.
According to the behavior being shared by the new firefly bushes, which was marked as works as intended MC-279923, this is also likely intended.
