The spyglass and your hand can glitch through your body when in a boat.
How to reproduce
Obtain a spyglass and enter a boat
Turn all the way to the left or right and change your perspective (default F5) twice
Expand the spyglass

I am able to confirm this behavior in 21w43a. Here are some extra details regarding this problem.
The Bug:
The arms of players can pass through their heads when using spyglasses whilst riding boats.
Steps to Reproduce:
Obtain a spyglass and place down a boat.
Begin riding the boat and switch into third person. (Hit F5 twice).
Turn your head clockwise or counter-clockwise as far as you can, and then use the spyglass.
Take note as to whether or not the arms of players can pass through their heads when using spyglasses whilst riding boats.
Observed Behavior:
The arms of players can pass through their heads when using spyglasses whilst riding boats.
Expected Behavior:
The arms of players would not be able to pass through their heads when using spyglasses whilst riding boats.
