[MC-215844] Stone still generates around lava pools at low levels

The bug

21w07a introduced deepslate (grimstone) generating at deep places underground. However, if a lava pool generates at a low level, it will still be surrounded with stone.

This is more noticably a bug since the lava flooded caves do not generate stone, and water lakes beneath y=0 does spawn with deepstone around itself
