[MC-21628] If sound is disabled on launch, turning it on will not come into effect until relaunching the game.

(Read title.) Anyway, if you start the game and have sound already disabled/turned off, changing the setting won't turn it back on until later.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
