[MC-216567] Vines cannot be placed on the sides of 8 layers of snow

The Bug

When snow has 8 layers, vines cannot be placed on the sides of it

Reproduce

Get 8 layers of snow by placing snow on top of each other
Attempt to place vines on the side of it
❌ Notice that you can't place the vines

Can confirm. Also affects glow lichen placement.

Glow Lichen has different placement rules then vines for example Glow Lichen can be placed on the tops of blocks while vines can't. I recommend making a new report for glow lichen @unknown
