[MC-221694] Strays do not spawn in powder snow

In a world with grass bottom then air then powder snow. No strays will spawn there but polar bears do.

Create a superflat world using the preset:

minecraft:grass_block,minecraft:air,minecraft:powder_snow;minecraft:snowy_tundra
