I see 21w18a is marked as affected - does this happen without the preview datapack?

Also please provide a new seed & coordinate pair. I cannot reproduce this with or without the preview datapack using the provided seed & coordinates.

New seed & locations can be found in MC-224782 – that's where the affected version comes from.

This is most likely only an issue with the preview data pack, both cases this happened with noise caves from what I can tell.
