Steps to reproduce:
Create a world with the seed

Teleport to X = 27, Y = 34, Z = -1619
Create a nether portal on the north wall, adjacent to the lava pit
Go through it
Expected Result
Portals should seek adjacent air blocks just like how portals generate above oceans with a platform.
Observed Result
Both sides of the portal are completely encased by basalt, blackstone, and gravel.

You may have to try multiple times for the portal to generate in the basalt. Destroy the portal on the Nether side, and then go through the portal in the Overworld again until you get it to generate in the basalt. Use the command to teleport back to the Overworld from the Nether:
/execute in minecraft:overworld run tp -1088 70 2096
Just noting out that the terrain of the seed has changed and there is no lava pit there anymore, but i managed to reproduce this using the exact same position of your portal anyways.
So yeah, there have been some times where this has happened to me. Sometimes it could even be very annoying due to MC-2071. As you said, the expected would be to see the portal to generate a platform like how it does in the air, but that might fall into the feature request category. Still gonna confirm it though.
