This can be reproduced by giving bamboo to a panda. If the panda is finished eating, it goes back to its normal behavior but with the torso having the sitting rotation/animation which causes the torso of the mob to stay tilted. Additionally this affects all pandas if one starts sitting and eating.
A few more details of this (as of 1.17-rc1):
When one panda picks up bamboo/cake and sits up, it beckons ALL pandas to move with their torsos tilted.
Once this happens, any pre-existing pandas and newly spawned ones have their torsos tilted. Additionally, switching worlds or re-entering the same world doesn't reset the issue.
The only way to fix the pandas' position is to quit Minecraft entirely and restart the game.
I hope this helps.
Also, as long as you don't restart the game, even if you change worlds, the panda will do this in another world

Hmmm... I can't seem to reproduce this issue anymore in 21w15a after reloading my world. If anyone else in unable to reproduce, it would be best to mark this ticket as "Cannot Reproduce".
