Goats don't panic when attached to leads

The Bug:

Goats don't panic when attached to leads.

Steps to Reproduce:

  • Summon a goat and attach a lead to it.

  • Attack the goat and observe its behavior. 

  • Take note as to whether or not goats panic when attached to leads.

Observed Behavior:

Goats don't panic.

Expected Behavior:

Goats would panic.

Can confirm in 21w20a. Also, it looks that other mobs don't panic when leashed.

Other mobs, such as cows, pigs, etc.. when attached to a lead and attacked will actually panic. This is only an issue for goats.

When i tried to leash goat and than i hit it, it was panicing but it was definetly slower than if it wasn't leashed

Tried this in 1.18. pre-1, it definitely wasn't panicking, not even slowly. Can confirm.
