The Bug:

Axolotls cannot rotate their heads independently from their bodies.

If an axolotl wants to rotate its head, its body will always move with its head. While this design feature is okay, it's largely inconsistent with other passive entities such as cows, sheep, pigs, chickens, etc.

It's important to note that in Bedrock Edition, axolots can rotate their heads independently from their bodies, but this isn't the case in Java Edition.

Steps to Reproduce:

  1. Summon an axolotl and observe its behavior for around one minute.

  2. Pay close attention to the rotation of its body and head and it changes directions.

Observed Behavior:

Axolotls cannot rotate their heads without moving their bodies, which is largely inconsistent with other passive entities.

Expected Behavior:

Axolotls would be able to rotate their heads independently from their bodies.
