The current description for the "FOV Effects" setting is "Controls how much the field of view can change with speed effects". However, it actually controls all FOV changes; for example, those caused by freezing (which is arguably not necessarily a speed effect) or entering/exiting liquids.
The description should either mention these or be simply "Controls how much the field of view can change".

That is true, but it also affects things that are not necessarily effects, for example, entering water or lava.
Freezing is still a speed effect as it is slowing down the player.
