[MC-234931] Ruined portal generated on the side of a hill without the portal

It appears a ruined portal generated on the side of a hill causing a clump of netherrack to generate without the ruined portal itself.

The coordinates is 26245 84 217 and the seed is -4760284885282226571

I've added the seed and coordinates of the said structure

Try digging the dirt up, its probably just buried.

The portal is buried underneath the mountain, which happens sometimes and is intended (MC-178858, MC-185637).
