Beacon give Haste 1 instead of Haste 2.

How many layers of iron/gold/diamond/emerald/netherite blocks did you put underneath the beacon? You need at least 4 layers of any of these blocks in order to get the possibility of haste 2.

I saw on youtube that some people recommended doing this. I even tried using 2 or more beacons. But it didn't help.

Because I can see the haste 2 button being darker then the haste 1 button, which indicates that haste 2 is blocked.

And... For some reason, if I give myself Haste 1 with command, it gives me instead Haste 2. Haste 3 instead of Haste 2 etc.
