The Bug:
Icebergs can generate in caves.
Here is an example:

Generate a world with the seed provided above and teleport to the given coordinates.
Look closely at the generation of the iceberg.
Take note as to whether or not icebergs can generate in caves.
Observed Behavior:
Icebergs can generate in caves.
Expected Behavior:
Icebergs would not be able to generate in caves.

I can also confirm this behavior. Here are some extra details regarding this issue.
The Bug:
Icebergs from frozen oceans can occasionally generate in caves.
Steps to Reproduce:
Enter the following seed and coordinates.
Seed: -2951840577844437161
Coordinates: /execute in minecraft:overworld run tp @s 723.78 21.97 -947.17 -35.62 -13.07→ ❌ Notice how icebergs from frozen oceans can occasionally generate in caves.
Expected Behavior:
The expected behavior would be that icebergs from frozen oceans cannot generate in caves.

This issue is purely about icebergs being able to generate within caves. In other words, this problem cannot be seen with ice spikes and is exclusive to icebergs.
