I'd say there is a problem with the instantly mined plants: why are they in the tag in the first place if they're always mined instantly? The tag solely exists to configure what tool increases mining speed, so their inclusion in this case is completely redundant.
Bamboo, lichen, and dripleaves are mined faster with axes, so there is no problem there. All the other plants are mined instantly, so there is no problem there.
