Simulation distance bug

When setting up big simulation distance, entities like sheep, cows, wolves are not even walking, they are only spining around while they are not outside the simulation distance but really far away anyway. Also sugar canes will not grow when you are 100 blocks away from them, no matter how big simulation distance is.

This is intended. Mobs outside the simulation distance will lose all AI plus crops and items will not be loaded so items will not despawn nor will crops grow.

I mean they are only spining when they still arent outside simulation distance. Entities outside simulation distance fully freezes

Could you perhaps attach a video of the issue occuring and a screenshot with your f3 debug screen enabled? I cannot seem to reproduce this. The sugarcane part of this issue I believe is intended behaviour however.

Is this still an issue in 1.18.1?

Please provide a video with the debug screen enabled (hit the F3 key) demonstrating the issue in 1.18.1 or later.
