Powder snow blocks don't generate snowy grass blocks below them

Despite creating snowy grass blocks below them when placed on grass by the player, snowy grass is not generated below powder snow in the new mountain biomes (snowy grass on the left was placed by me). As a side note I would love to see regular snow blocks have snowy grass below them as well.

Additionally when the same seed is used in 21w39a at -800 140 -400 there are several powder snow blocks on top of regular grass blocks (I couldn't find an example in 21w40a).

Powder snow would generate with snowy grass underneath it

Because it's dirt, not grass block.

They're reporting the fact that it generates as dirt, rather than snowy grass.

If you read the last part you can find grass under powder snow which shouldn't happen anyway, and if they just change those grass blocks that would be pretty inconsistent so I see it as a bug. Why would they add the functionality of powder snow to make snowy grass under it if it won't generate like that in the first place?

Also if you look back on the introduction for the mountain biome during the biome vote you can clearly see snowy grass below powder snow in a mountain biome.

The thing is, if this gets fixed it might create an inconsistency due to how regular snow blocks are able to generate there as well, and grass doesn't survive below it.

But, if grass generates naturally below powder snow then it is already an inconsistency.

Not really because Mojang themselves made the "inconsistency" by giving powder snow that feature in the first place. It's already in the game it just doesn't generate naturally.
