[MC-238669] Cannot hit mobs while under the Weakness effect

Cannot hit mobs while under the Weakness effect.
No matter how hard I clicked, nothing. As soon as the weakness ran out, I was able to hit mobs again.
It happens in both Creative and Survival. It was weakness 1, so it has nothing to do with MC-10755.

Can confirm, but this might be intentional as it only happens when you do not use a weapon.

This is confusing. This is intentional for survival (MC-13274) but not for creative (MC-18102).

Since these tickets weren't updated for many years, maybe the resolutions are obsolete, but I don't know.
