[MC-239274] Aquifers generate harsh edges along chunk borders

The Bug
Aquifers that generate near chunk borders seem like they get cut off too soon by chunk borders

Reproduce
Create a normal creative world in 21w43a with the seed: 7780563636325982614
Enable chunk borders
Fly to 1830 / xx / 3045 and face northeast
Look down at the aquifer cut off by the chunk border

Expected Result
The aquifer should not cut off abruptly at the chunk border

Note
Can happen in both lava and water aquifers, at any height

I flew around on three different seeds and could not reliably reproduce this. Are we right to think this is an entirely new world? Or was this a world upgrading from another version?
