According to the new Bedrock Edition beta 1.18.0.24 changelogs, fish now attempt to avoid axolotls. This behavior is missing from Java Edition.

It would be ideal to fix MC-182763 before this issue.

This behavior is present in 1.17.1 as well and isn't exclusive to the 1.18 snapshots.

Well yes, but the Bedrock Edition beta which introduced this parity issue was released after 1.17.1.
