[MC-241399] Locatebiome giving very different results at different heights

Using /locatebiome minecraft:lush_caves gives various different result when standing at the same x,z coords but different y coordinates.

The closest lush caves biome is immediately before my eyes but it says 1200 blocks away

Seems similar to MC-138887, but with /locatebiome instead of /locate.

The problem behind it might be similar but I think they should be kept separate tickets.
