Stone generates in the side of hoodoos

I think that this is a duplicate of MC-239446.

Since this is not considered a duplicate of MC-239446 despite having the same root cause, I can confirm in 1.18 Pre-release 4.

This probably could have been a different issue, because i was able to reproduce it on 1.18 pre-1 but on a server, the biome on the stone was still eroded badlands, which got me thinking i was experiencing MC-209558. Not sure.

Not completely fixed due to MC-239446.
