Sky lighting is broken in some chunks

Issue

In some generated chunks, the only sky light available is that from the chunks around it, meaning that the light decreases as you travel towards the centre of the chunk. It is as if their are blocks directly above that are blocking the light, even though there aren't. I have attached pictures that demonstrate this.

The white concrete in the centre of the chunk is light level 7, and the gray concrete at the edges is light level 14.

These pictures were all taken at daytime.

Steps to recreate

N/A, I recreated the world and went to the same coordinates, the lighting glitch was not present.

Temporary Fix

It should be noted that reloading the world in singleplayer fixed the issue, but placing blocks and light sources within the chunk did not.

Please attach the affected world (if you can reproduce it upon world creation, seed and coordinates will suffice too).

On reloading the world, the bug is fixed, it appears to be something that just occasionally happens on world generation. In addition to this, It isn't even seed based. I went to the same coordinates on the same seed in a different world and the glitch was not present

Are you able to reproduce this by flying around circles on high speed spectator at low render distance (2 chunks)?
