[MC-249924] Frogs not spawning in Mangrove Swamps

Frogs do not spawn in the new mangrove swamps, whilst generating normally on regular swamps. This is clearly unintended as the snapshot changelog mentioned mangrove swamps had "warm frogs" around.

I was unable to reproduce this. Frogs were spawning just fine in the mangrove swamp

Sometimes it can cause a crash when trying to spawn. Don't know if that is related to this issue

I've checked a few mangroves and haven't seen any frogs myself yet.

Have seen frogs just outside the biome, and have also run into the crash.

The issue with the game crashing relating to frogs is MC-249933 which has been fixed for a future version of Minecraft.

As for this problem, I'm unable to reproduce this. I created a single biome mangrove swamp world and was able to local several frogs spawned within this biome.

Cannot reproduce in 22w14a and 22w16b. Tested with seed -4411659347417818727 at /tp @s 1900.01 94.62 -14.75 -265.05 56.40.
