Relates to or duplicates MC-236613.

I can also confirm this behavior although, this ticket isn't related to MC-236613; allow me to elaborate.

The grass blocks generated within this redstone room appear in all 3 unique ancient city centers and are actually included within the structures themselves. They are not placed here because of the generation of overworld surface blocks. If you were to summon these structures (ancient city centers) through the use of structure blocks, you will notice that the grass blocks are still present (are included within the generation of the structure), therefore leading me to believe that this could be intentional.

You can execute the following commands and power the structure blocks in order to reproduce this issue.

/setblock ~ ~ ~ minecraft:structure_block{mode:"LOAD",name:"ancient_city/city_center/city_center_1"}
/setblock ~ ~ ~ minecraft:structure_block{mode:"LOAD",name:"ancient_city/city_center/city_center_2"}
/setblock ~ ~ ~ minecraft:structure_block{mode:"LOAD",name:"ancient_city/city_center/city_center_3"}
