Holding down a hotbar slot key bind and releasing it prevents switching hotbar slots for a few seconds

Holding down a hotbar slot key bind for a few seconds and releasing it prevents any further switching to other hotbar slots, either by scrolling or using hotbar slot key binds, for a few seconds.

How to reproduce:

1. Hold down a keyboard key that a hotbar slot key bind is bound to for about 5 seconds.

2. Release it.

3. Within the next few seconds, try to scroll or use hotbar slot key binds.
   -> ❌ The hotbar momentarily switches to the slot you tried to switch it to but then immediately returns to the previously selected slot.

Expected result:

Holding down hotbar slot key binds wouldn’t have an effect after being released.

Observed result:

Holding down hotbar slot key binds and releasing them prevents switching to other hotbar slots for a few seconds.
