[MC-251359] Strongholds can't be encased when use /place

Strongholds that are generated by using the command /place can't be encased in stones or deepslates.

How to reproduce:

1.Create a new world (World Type:Default).

2.Input the command /place structure minecraft:stronghold ~ ~ ~

3.Change to Spectator Mode and fly down until you see the stronghold.

4.You will see the stronghold that isn't be encased in stones or deepslates.

Could you please elaborate on what the issue is? I am not sure I understand.

Im pretty sure the stronghold does not want to be encased in deepslate or other blocks that's what im getting

Can confirm in 21w19a.

Please check if this issue still occur in 1.19.4

See MC-251501. The "encasing" is only missing where caves intersect the stronghold, since the floors, walls, etc. don't generate in air blocks.
