Cannot send chats or use commands in multiplayer since 1.19 Pre-release 1

I am having difficulty being able to chat on snapshot servers. It shows an error in the server console, stating:

[22:35:56] [Netty Epoll Server IO #21/WARN]: Jackpk1 tried to send expired or out-of-order message: 'test type in chat'

I've tried uninstalling and re-downloading Minecraft,
I've tried having the server owner reset my account on the server,
I've tried using a different computer,
I've tried multiple different snapshot servers and nothing.

Does anyone else seem to have this issue, and if so, are you able to resolve it?

This is not a crash.

Sorry, wrong message.

Just posting to let the poster know this will happen if the server and/or client are not currently time synced (this only occurs if they are separate devices).

I had this happen when my server was running 9 minutes behind somehow.

Can confirm using 1.19pre3 as well.

Cannot run any commands (nor switch game modes with F3+F4) or send messages from the game client.

[06:02:55] [Netty Epoll Server IO #3/WARN]: <redacted_username> tried to send expired or out-of-order command: 'gamemode creative'
[06:03:37] [Netty Epoll Server IO #17/WARN]: <redacted_username> tried to send expired or out-of-order message: 'I wonder if any QA is done at Mojang...'

Commands on the server console work without problems though.

The server is hosted remotely and has a different time zone configured compared to the players' clients, obviously a wide-spread use-case.

Had this happen to another player on a 1.18-pre3 server. The player in question was op but could not chat nor execute commands, with the same error messages logged as in the above comment. Restarting game & launcher did not help.

The problem was gone the next day without any change to the server or any action taken by the player.

I too experienced this on a 1.19 Pre-release 2 server. The following messages were logged into the server console.

[17:30:53] [Server thread/WARN]: Avoma tried to send expired or out-of-order command: 'fill ~ ~-1 ~ ~170 ~-1 ~-170 minecraft:moss_block'
[17:31:24] [Server thread/WARN]: Avoma tried to send expired or out-of-order command: 'fill ~ ~-1 ~ ~170 ~-1 ~170 minecraft:moss_block'
[17:31:24] [Server thread/WARN]: Avoma tried to send expired or out-of-order command: 'fill ~ ~-1 ~ ~-170 ~-1 ~170 minecraft:moss_block'

At the time of executing these commands, the server was running quite slowly as I had just teleported to a deep ocean biome and chunks were in the process of being loaded for the first time. I'm not sure if this has anything to do with the issue but here is the full server console log at the time when I experienced this.

Just some more information I've discovered.

In my testing, this issue appears to indeed occur when the server is running several ticks behind as I speculated in my above comment. As a simple method of reproducing this issue, simply execute the command provided below multiple times in order to load multiple new chunks, therefore introducing a delay for the server, thus resulting in this issue occurring.

Additionally, following on from @unknown's comment, restarting the server and/or having the player in question reconnect to the server didn't resolve the issue and the problem remained.
