When a chunk containing a lead is unloaded, the lead breaks.

What I thought would happen was that I could leash my Horses to a fence post outside my house and go work on another project.

What actually happened is, as soon as I unloaded the chunk, The lead broke and my horse started wandering around.

To reproduce, Leash a horse onto a fence away from the spawn chunks and then move away from it until the chunk unloads. Then, come back and the lead will have broken.

This post lists the lead breaking, allowing the animal to wander.
The report linked describes the animal still being restrained, but a graphical glitch preventing the lead being seen.

Leads are still breaking as of 1.7.4.

This is not duplicate. the other one is an issue involving restarting the game, not unloading the chuck, while still in the world. the lead drops in this instance.

I'm having this exact issue in 1.9, wherein my horses' leads attached to separate fence posts break and despawn if the chunk is unloaded, reproduced the same way as described above.

This is occurring again in 1.13, though not consistently.

Sometimes when I load up my saved world, the leads in my pasture will be broken and the horses wandering around. Sometimes when I return to my base from far away, the leads have broken and the horses wandering around. The leads themselves may or may not be lying on the ground, typically not when it occurs at game load.
