Here's a video demonstrating this behavior. As you can see, the camel randomly stops panicking and begins walking at a regular pace before continuing to panic again.
[media]I think this might be because of its pathfinding AI priority? Like it stopping to idle takes priority over it panicking when damaged. I've seen similar effects in programs like MCreator, where you can choose the priority of a mob's AI
