if you go to an old chunk in a biome none of the new mobs spawn. But, in previous updates such as 1.13 fish, 1.16 piglins, and 1.18 goats. It is very upsetting and doesn't happen in bedrock. I don't know if it's intended or a bug but please fix it.

No.. But make a world in 1.11 and then explore and gradually update up to 22w42a. If there is a swamp, Frogs won't spawn. If it's a old desert village, Camels Won't spawn.
For the new 1.20 mobs, please refer to MC-256552. Also, camels only spawn in villages once upon world generation.
Apart from that, you definitely have to wait a bit for new mobs to spawn. Frogs should be able to spawn naturally in swamps, even in old worlds, but it might take a while, especially if the mob cap is already exhausted.
NO... BECAUSE WE WAITED AN HOUR AND THEY STILL DIDN'T SPAWN!!! I mean like if you have a swamp generated in 1.12 and slowly progress until 1.19 and wait no frogs spawn and then you go to a newly generated one and they spawn
