Tipped arrow particles use an uncolored tipped arrow overlay

The Bug:

Tipped arrow particles use an uncolored tipped arrow overlay.

This does not affect spectral arrows as shown in the following attachment.

Steps to Reproduce:

1. Summon a panda holding a tipped arrow.

   /summon minecraft:panda ~ ~1 ~ {equipment:{mainhand:{id:"minecraft:tipped_arrow"}}}

2. Wait for the panda to start eating the tipped arrow and look closely at the eating particles that are produced.

3. Take note as to whether or not tipped arrow particles use an uncolored spawn egg overlay.

Observed Behavior:

An uncolored tipped arrow overlay is used.

Expected Behavior:

A colored tipped arrow overlay would be used in correlation to the color of the given tipped arrow.
