Confirmed. This is very noticeable with low-end systems; probably has something to do with mob heads being specially rendered.

Doesn't explain the creeper heads not doing so. I'd rather say the animating when powered (which client has to determine in both cases, as there's no powered block state) is to blame.

Very true! Sorry, I missed that originally. This issue does indeed seem exclusive to ender dragon and piglin heads.

I'm a bit confused about the resolution here since there are similar triaged issues related to block entity rendering linked in this report, and the cause of this issue seems to be the same? Which as mentioned previously, BEs with animated models performing this badly being the cause seems plausible enough.
