@@unknown, it is expected that the mobs will not be able to grow on the plant blocks, depending on the other problems involved.

Pumpkins and melons are full, solid blocks, mobs can spawn on those, that's the requirement.

Chorus flowers aren't full, scaffolding isn't full, nor solid.

The only reason wart blocks were fixed is because they are the equivalent of leaves.
