When booting up a world it says "Errors in currently selected datapacks prevented the world from loading. You could either try to load it with only the vanilla datapack "(Safe Mode)", or go back to the title screen and fix it manually." When I pressed on "Safe Mode" it froze for a second then did nothing. I went into a different world and did /datapack list and it showed that I only had the vanilla datapack on.

I don't think the cause is from the data pack(s). I think the cause is from the corrupted level.dat. Don't believe me? Try to edit a level.dat file, then enter the world with that level.dat file, you can see the "Safe mode" screen appear and try to click "Safe Mode" will cause "it froze for a second then did nothing" as the reporter said. Because of that, please give me the world file that you try to enter.
Edit: Ok, I found that it's related to MC-232731
I think this might be an issue with Fabric. Please confirm that this was tried in vanilla without Fabric. See this issue: https://github.com/FabricMC/fabric/issues/2836
