The bug

Sniffers can still dig when floated by levitation status effect.

Reproduce steps

1. Give yourself a sniffer spawn egg.

2. Spawning a sniffer.

3. When it is about to dig, use the following command:

   /effect give @e[type=minecraft:sniffer,limit=1,distance=..5] minecraft:levitation 1000 3

4. When the sniffer was found floating in the air, it continued to dig.
