This is kinda a rare bug but sometimes it happens but is brief, I haven't been able to figure out what causes it or how to reproduce it and it is occasional so it is hard to get a picture or video of it, but sometimes when you are breaking a block that is in the floor, the particles z-fight with the block you are breaking
Edit: I'm not sure if it's z-fighting with the block itself or if it is with the breaking animation, I just see really brief z-fighting on the breaking particles
The actual effect looks a lot like MC-117932 but it isn't caused by landing, it's caused by breaking blocks and I don't think it is just when you are looking straight down, but i may be wrong on this.

This might actually be MC-91873, based on your reproduction steps. which is caused by looking straight down at particles that are on the ground, however a big difference is the z-fighting definitely had the 1-pixel high horizontal lines in it like in the images for MC-117932 and you don't see that effect in the screenshot and videos of MC-91873, that is more like flickering particles than the lines in the particles

I can confirm this issue, here is the "S2R" (Steps to reproduce):
Step 1: Copy the setup, see the image above, note that the black block is the black concrete and the repeating command block says "/particle minecraft:block white_concrete ~ ~1.5 ~" and set to "Always Active"
Step 2: Now look down toward the particle -> notice some z-fighting
