Inconsistent behavior is not a bug? It should be selectable by tag, like many other blocks. It was introduced ~3 years after terracotta, which is tagged appropriately (at least in the color variant regard).

Tags are only added by mojang to serve a purpose; lack of a tag is never a bug, only a feature request.

If a tag is missing an entry that would logically be in said tag, that is accepted as a bug.
