Basically, if you go into the resource packs menu (if you haven't already), then click 'done' it will have to reload. What is the explanation to this and why does it need to load with minor changes such as changing the order of the packs?

I was able to reproduce this only when I've first loaded up the game and went there. It displayed the red Mojang loading screen for 2 seconds or so.
After that I couldn't reproduce without relaunching again, and then it only did it once.
Can confirm, this happens when changing Minecraft versions. The resource pack menu is extremely buggy when upgrading or downgrade Minecraft versions. It can also cause the menu to not function until resource packs are manually reloaded with F3+T.

Cannot reproduce, only changing loaded packs/the order makes it reload assets.
It has to reload when load order is different as lower packs get overwritten; stone.png that is overwritten is not kept in memory, that'd be a waste/useless.
