[MC-264947] Torches generated on end fountain don't emit light

When the end fountain is initially generated, the light from the torches does not spread to the surrounding blocks.

This does not seem to occur when the fountain is regenerated when respawning the dragon.

Could you provide a seed or a world?

I've made 3 or 4 worlds now and it's happened in all of them. The most recent one had seed 4414168171515018148.
